one show i was watching a while ago talked about how someone had a few horses and fed them, but never cleaned out there stalls so the horses finished up with a lot of foot problems. hope it helps!

There is also neglect and/or abuse by the owner. My sister, my daughter-in-law, and I have rescued copious dogs that have been ill-treated, starved, and unseen.
My small Yorkie, Fubar, was found wandering the streets in the cold rain. He had no hair except on his head, his toenails were about 2 inches long and twisted sideways. His jaw had been broken and hangs lopsided with his tongue hanging out, and he has about 3 teeth. You can guess where he got his name. I have been improving his health since I have had him, but I still have to take him to a Cardiologist for his enlarged heart. This is far from uncommon. He is the third dog I have had who had suffered such abuse and neglect, and my sister also has one now. My last one had been left tied out without food or water and was intake dirt when she was rescued.
