If someone leaves his dog in the backyard in 100 degree heat, is that considered animal cruelty?

No1 is there sufficient cover for the dog? eg shaded area! this goes under poor income conditions
No.2 is there sufficient water for the dog!
these are the main two pieces we look for when investigating animal cruelty

It honestlyy depends on where you live I know that if that were in Canada he would be booked for sure. If your not quite sure just call your local dog shelter and check

well it depends is there water? shade? anything if your not sure just call someone in your area and they will check it out. If it has water and shade/shelter it must be fine. some dogs like the heat and life out side.

if the thread is to small that he cant walk around freely YES
if there is no water close by OR no water under shade – YES
if the dog has no shetler or shade to hide from the sun – YES
also does the dog look skinny? does his coat look coverd in fleas? does he have glide bites or any other injury’s that need taking care of?
but if the dog has cool water, has shade, and is on a long thread then maybe no, it wouldnt be an offense
but i reckon it would be best to ring the RSPCA or whatver animal proctection they have in your area and question? at the same time as doing this you have to tell your name & address but it is kept 100% confidential
i rang the rspca once, as i found a dog on a thread in very very hot weather, the thread was tangled and he couldnt reach the water & didnt have shade, so i rang & they went around there and checked it out and gave them a warning & told them the dog needs shade & water etc & if they didnt do it they would be back in 2 weeks to check n if nothings altered they will get a fine

Hi. It really depends on the laws that govern your area locally.
In California for example, it is unlawful to thread a dog for more than 15 minutes at a time.
In addition, you would have to consider other issues such as, does the dog have adequate shelter from the sun? Does the dog have access to clean fresh water at all era? Is the dog young? Is the dog in excellent general health?
If not, it is doubtless abuse. Most reputable dog people will tell you that is is NEVER acceptable to thread a dog ever. It is very damaging to a dog’s psyche to be chained, and I agree with this thought process.
