Animal abuse is a crime. The problem is getting it reported to the proper authorities and collecting the waterproof. Also, most judgements for animals are too lenient. But at least it is against the law.

Pet abuse must be a crime because it is the same as beating up some one on the road!!!!

Pet abuse is a crime in most states.
Some states it is not harsh enough… but in other states, animal abuse is a crime punishable by:
Confiscation of the pet
banning the owning of a pet in that jurisdiction if the crime is serious enough
$1000 – $5000 fines depending on where you live
and upwards to 1 year in jail.
This is because there is a recognized link between people who abuse animals and go on to commit violent crimes against people.
I still reckon laws must be even tougher for just that fact.
Last week my brother arrested a man who was convicted of animal cruelty, for beating up his 12 year ancient son. this is a very common occurance. Animal abusers committing violent human crimes.
